The Opportunity
Are you passionate about creating lasting change for people experiencing homelessness? This is a unique opportunity to play a leading role in delivering innovative, place-based responses to homelessness and rough sleeping in Maribyrnong.
As the Community Development Homelessness Officer, you will be at the forefront of Council's work to improve outcomes for people experiencing homelessness. As part of the newly established Footscray Welcome Crew, you'll provide a visible, approachable presence in central Footscray, connecting people with the services and support they need through assertive outreach, service navigation and coordinated referrals.
You will also lead Council's operational role in Maribyrnong Zero, working in partnership with Launch Housing and local service providers to implement the nationally recognised Advance to Zero framework. Using real-time data and a collaborative, by-name approach, you'll help coordinate responses, strengthen partnerships, identify service gaps and contribute to the shared goal of ending rough sleeping in Maribyrnong.

Key Responsibilities
- Provide a visible and approachable outreach presence as part of the Footscray Welcome Crew, supporting people experiencing homelessness through service navigation, referrals and coordination.
- Coordinate Council's operational role in Maribyrnong Zero and the Advance to Zero framework in partnership with Launch Housing and local service providers.
- Triage notifications of people sleeping rough and coordinate timely, person-centred responses across the municipality.
- Build and maintain strong partnerships with homelessness, health and community service providers to deliver coordinated, collaborative responses.
- Work collaboratively to address barriers to accessing services and housing.
- Coordinate responses for people with complex needs, including facilitating multi-agency case coordination and escalation processes.
- Analyse and report on homelessness trends, service gaps, risks and outcomes using live Advance to Zero and community notification data.
- Prepare operational reports to inform Council decision-making, advocacy and strategic responses.
- Work collaboratively across Council and with external stakeholders to respond to emerging themes and issues related to homelessness and rough sleeping.
To be considered for this role, you will have the following:
- A relevant qualification in social work, human services, community development or other relevant discipline.
- Demonstrated experience in client facing human services, social work or other related discipline
- Demonstrated understanding of the issues facing people experiencing homelessness, and skills and aptitude working for people experiencing marginalization and disenfranchisement
- Demonstrated commitment to social justice and trauma informed practice principles
- Excellent stakeholder management skills and demonstrated experience building and coordinating complex, operational stakeholder relationships
- Demonstrated experience preparing high-quality reports to inform advocacy initiatives
- Valid Working with Children Check
- No relevant criminal record found in a police check.
