Salary: $118,570 to $137,259 + super

Nambucca Valley Council is seeking an experienced, strategic and hands-on Manager Information & Communication Technology to lead and modernise Council's ICT and network environment. This role is responsible for strengthening cyber security and governance frameworks, while ensuring the reliability, security and performance of corporate and operational technology systems across the organisation.

Reporting to the Chief Financial Officer, this senior leadership role has end-to-end responsibility for Council's ICT function, including systems security, governance, business continuity and digital innovation. You will lead a small, high-performing team and work closely with the Executive Leadership Team to deliver resilient, secure and future-focused technology services that support Council's long-term vision.

About You

You're a practical, solutions-focused ICT leader who can see the bigger picture while confidently rolling up your sleeves when needed. You communicate complex technical concepts in plain language and can engage just as effectively with senior executives as you can with operational teams across the organisation.

You bring proven experience managing ICT projects end-to-end , from initial scoping through to delivery, and are comfortable owning outcomes without relying heavily on external contractors. With a strong change management mindset, you can identify system gaps and improvement opportunities, recommend pragmatic solutions, and help implement programs that move the organisation forward.

Importantly, you're a collaborative and positive leader a "yes" person who looks for what can be done. You build trusted relationships with internal stakeholders and external vendors, and you play a key role in helping Council transition toward more contemporary digital, AI-enabled and future-ready systems.

What You Will Do

  • Lead Council's ICT operations, systems, networks and service delivery
  • Ensure all software systems are appropriately licensed, secure and compliant
  • Oversee the maintenance of servers, hardware and network infrastructure
  • Develop and deliver Council's ICT Strategic Plan, Operational Plan, Disaster Recovery and Business Continuity frameworks
  • Strengthen Council's cyber security and ICT general control environment, including Microsoft tenancy and Privileged Identity Management
  • Implement and coordinate Council's Artificial Intelligence (AI) Framework and rollout
  • Ensure network infrastructure, switches, patch panels and cabling are accurately labelled and maintained in current network maps and documentation
  • Provide high-level advice to the Executive on cyber security, digital and AI risk
  • Represent Council on ICT matters, including industry and strategic forums
  • Manage ICT budgets, vendors, contractors and external ICT audits
  • Liaise closely with user departments to ensure systems meet operational requirements
  • Lead and mentor the ICT team, driving performance, accountability and service excellence
  • Coordinate ICT training and capability uplift across the organisation
  • Prepare reports and briefings to Council and the Executive Leadership Team

What You Will Bring

  • Relevant ICT qualifications or extensive equivalent experience
  • Demonstrated leadership experience in an ICT management role
  • Strong knowledge of networks, cloud platforms and cyber security frameworks
  • Experience working within audit, compliance, controls and risk environments
  • Proven ability to translate technical concepts into practical business outcomes
  • Highly developed communication and stakeholder engagement skills
  • Desirable: Experience in local government and exposure to AI, automation or digital transformation programs
